No person shall take, offer for sale, or possess at any time any female blue crab bearing eggs visible thereon, or from which the egg pouch or bunion has been removed. Unless otherwise specified by regulation of the marine fisheries council, no person shall take, buy, sell, give away, expose for sale, or possess any blue crab measuring less than four and one eighth inches (4?”) across the shell from tip to tip of spike.
