(a)  The director of administration, with the approval of the governor, shall make the conclusive determination of the number of positions, personnel, property, records, and appropriation balances, allocations and other funds of the department of human services, department of corrections, department of behavioral healthcare, developmental disabilities and hospitals, and department of community affairs to be transferred to the department of children, youth, and families in connection with the functions transferred by the provisions of this chapter.

(b)  Any further measures and dispositions that the director of administration, with the approval of the governor, deems necessary in order to effectuate the transfer of functions provided in this chapter shall be carried out as the director may direct and by the agencies the director designates.
