Any warrant or mittimus issued from any superior or district court committing any person to the Eleanor Slater hospital or Rhode Island state psychiatric hospital shall be directed to and executed by duly authorized agents of the department of behavioral healthcare, developmental disabilities and hospitals, who shall make return thereon, the provisions of any other law to the contrary notwithstanding.
