(a) The legislative body of any municipality or county is authorized by ordinance or resolution, respectively, to establish, operate and maintain an emergency communications system providing 911 service within its boundaries when funded by general revenues.(b) This chapter shall not be construed to prohibit such service by such municipality or county.
