  • Presiding officer: A majority-party Senator who presides over the Senate and is charged with maintaining order and decorum, recognizing Members to speak, and interpreting the Senate's rules, practices and precedents.

The presiding officer shall convene the board to consider any business connected with the system whenever the presiding officer deems it expedient. A full record shall be kept of all the board’s proceedings.
