(a) An applicant or affected insurer is entitled to appeal to the association. The association’s decision may be appealed to the commissioner not later than the 30th day after the date of the decision.
(b) An order or decision made by the commissioner under this chapter is subject to judicial review in accordance with Subchapter D, Chapter 36.
