Not later than 60 days after the commission completes the review of a state agency’s personnel policies and procedures as required by § 21.453 and provides its review and any recommendations to the agency, the agency shall submit to the commission, the governor, the legislature, and the Legislative Budget Board a report detailing:
(1) whether the agency implemented the recommendations of the commission; and
(2) if the agency did not implement all of the commission’s recommendations, the reasons for rejecting those recommendations.
