(a) Except as provided by § 223.005, a bid submitted under this subchapter must be sealed and filed with the director or the director’s designee in Austin and shall be opened at a public meeting by the director or the director’s designee.
(b) All bidders may attend the opening and all bids shall be opened in their presence.
