  • Manufacturer: means any person:

  • TCEP: means tris(2-chloroethyl) phosphate, chemical abstracts service number 115-96-8, as of July 1, 2013. See
  • TDCPP: means tris(1,3-dichloro-2-propyl) phosphate, chemical abstracts service number 13674-87-8, as of July 1, 2013. See

§ 2976. Replacement of regulated flame retardants

A manufacturer shall not replace decaBDE, TCEP, or TDCPP with a chemical that is:

(1) classified as “known to be a human carcinogen” or “reasonably anticipated to be a human carcinogen” in the most recent report on carcinogens by the National Toxicology Program in the U.S. Department of Health and Human Services;

(2) classified as “carcinogenic to humans” or “likely to be carcinogenic to humans” in the U.S. Environmental Protection Agency’s most recent list of chemicals evaluated for carcinogenic potential; or

(3) identified by the U.S. Environmental Protection Agency or National Institutes of Health as causing birth defects, hormone disruption, neurotoxicity, or harm to reproduction or development. (Added 2013, No. 85, § 1.)
