As used in this chapter, “developmentally disabled” means affected by a disability specified in subdivision (a) of § 4512 of the Welfare and Institutions Code rendering the affected person eligible to participate in programs of rehabilitation, education, or social services conducted by or on behalf of a public agency, and also means persons affected by such a disability.
