In addition to those duties enumerated elsewhere in this Act, the Board shall:
         (a) Hire an executive director to act as the chief
    
administrative officer and to direct and coordinate all staff work.
        (b) Provide a policy framework under which all
    
regional plans are developed.
        (c) Coordinate regional transportation and land use
    
planning.
        (d) Identify and promote regional priorities.
