ยง 92. Reorganization. 1. Reorganization of housing companies shall be subject to the supervision and control of the commissioner and no such reorganization shall be had without the authorization of the commissioner.

    2. Upon all such reorganizations the capital structure of the housing company shall be subject to the approval of the commissioner in accordance with the provisions of section seventy-eight of this article.
