- Secretary: means the secretary of administration. See Kansas Statutes 75-1226
The secretary is hereby authorized to adopt such rules and regulations as are necessary to carry out the provisions of this act, in accordance with the provisions of Kan. Stat. Ann. § 77-415 et seq., and amendments thereto.
