In making its dispositional order under Alaska Stat. § 47.10.080(c), the court shall keep the health and safety of the child as the court’s paramount concern and consider

(1) the best interests of the child;

(2) the ability of the state to take custody and to care for the child to protect the child’s best interests under Alaska Stat. § 47.10.00547.10.142; and
(3) the potential harm to the child caused by removal of the child from the home and family environment.
