- department: means State Department of Health Services. See California Health and Safety Code 20
- Director: means "State Director of Health Services. See California Health and Safety Code 21
- Lien: A claim against real or personal property in satisfaction of a debt.
- local agency: means municipal corporation or sanitary district. See California Government Code 55000
- Oversight: Committee review of the activities of a Federal agency or program.
