For the school year commencing July 1, 2022, and each school year thereafter, in any school district that serves a town that has not convened or established a local or regional school readiness council pursuant to § 10-16r, the local or regional board of education for such school district shall designate a school readiness liaison. Such liaison shall (1) be an existing employee of such school district, and (2) serve as an informational resource for parents of children transitioning from the birth-to-three program, established pursuant to § 17a-248, to enrollment in a public elementary school in such school district.
