Terms Used In 10 Guam Code Ann. § 2901

  • Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
(a) I Liheslaturan Guåhan [The Guam Legislature] believes there is a moral and social obligation to increase access to quality health care for those individuals who lack sufficient financial resources to meet the costs of medical care. In the past several years, there have been attempts to make changes and revise the Medically Indigent Program (‘MIP’) to improve services and benefits, decrease costs and still provide the best health care possible while using scarce public resources.

(b) As the government of Guam continues to experience economic difficulties to address many issues in the community, health remains to be the forefront in those discussions, especially

for those individuals who cannot afford health insurance. It is paramount that I Liheslaturan Guåhan recognizes this when allocating health care resources.

(c) It is therefore the intent of I Liheslaturan Guåhan [the Guam Legislature] to change the criteria for eligibility and benefit coverage to reflect budgetary constraints within the Medically Indigent Program without compromising the health care services provided by the government of Guam.
