- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
e government and control of the University of Guam are vested in a Board of Regents to be known as ‘the Board of Regents of the University of Guam’ (hereinafter referred to as ‘the Board’). The Board shall be composed of nine (9) members, one (1) of whom shall be a student and at least one (1) of whom shall be an alumni of the University of Guam, appointed by the Governor as provided herein, with the advice and consent of the Legislature.
