There are hereby established annual legislative scholastic prizes for students at the several public and private high schools in Guam, now or hereafter established. Each student in each of the senior, junior, sophomore and freshman classes of such high schools in the Territory who achieves the highest grade average for the academic year is entitled annually to a prize selected by the Prize Committee and each student in each of the senior, junior, sophomore and freshman classes of such schools who achieves the second highest grade average is entitled annually to a prize selected by the Prize Committee. Recipients of such prizes shall have attended the high schools for the full academic year in which their grade average is highest or second highest as the case may be, and shall have been full time students thereat.
