Sec. 4. (a) “Procurement” includes buying, purchasing, renting, leasing, or otherwise acquiring.
(1) Description of requirements.
(b) The term includes the following activities:

- Contract: A legal written agreement that becomes binding when signed.
(2) Solicitation or selection of sources.
(3) Preparation and award of contract.
(4) All phases of contract administration.
(5) All functions that pertain to purchasing or procuring.
