- Institution: means the following institutions: Osawatomie state hospital, Rainbow mental health facility, Larned state hospital, Parsons state hospital and training center, and Kansas neurological institute. See Kansas Statutes 76-12a01

The director shall appoint all staff and other personnel of the division of mental health and developmental disabilities who are not assigned to a particular institution. All such staff and other personnel shall be in the classified service of the Kansas civil service act, except as is otherwise provided by law for certain special project personnel and as provided in Kan. Stat. Ann. §§ 75-2935 and amendments thereto or any other statute.
