  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories.    The successors to the offices of the members of the board of control of Grand Valley state college whose terms expire on August 16, 1964, 1966 and 1968 shall be appointed for 8-year terms. The successors to the 2 terms expiring on August 16, 1964, shall be appointed on or after January 1, 1965 for terms commencing on January 1, 1965. The successors to 2 of the 3 terms expiring on August 16, 1966, shall be appointed on or after January 1, 1967 for terms commencing on January 1, 1967, and the successor to the third term shall be appointed on or after January 1, 1971 for a term commencing on January 1, 1971. The successors to 2 of the 3 terms expiring on August 16, 1968, shall be appointed on or after January 1, 1969 for terms commencing on January 1, 1969, and the successor to the third term shall be appointed on or after January 1, 1971 for a term commencing on January 1, 1971. Holders of the present terms of office shall continue to exercise their powers and duties until their successors have been appointed and have taken office. Where terms of office for 3 members expire at the same time, but the successors are to be appointed under this section at different times, the governor shall determine which board members shall continue in office for the different extended terms.
