  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories.    The county agents of the state shall be paid their necessary and actual expenses in attending such meeting by the county treasurer of their respective counties, if approved by the board of supervisors, upon presentation by said county agent of a certificate so issued by the director of the state welfare department, showing his attendance at such meeting.
