All recordings and equipment used or attempted to be used in the manufacture of the recordings are subject to forfeiture in the same manner as provided in section 4701 to 4709 of the revised judicature act of 1961, Act No. 236 of the Public Acts of 1961, being section 600.4701 to 600.4709 of the Michigan Compiled Laws, except that the court shall order the following:
  (a) That all recordings forfeited be destroyed.

  (b) That any equipment forfeited be offered at no cost to a public elementary or secondary school, an institution of higher education, or a library.
