Nevada Constitution Article 11 § 4
The Legislature shall provide for the establishment of a State University which shall embrace departments for Agriculture, Mechanic Arts, and Mining to be controlled by a Board of Regents whose duties shall be prescribed by Law.

Sec. 4. Establishment and governance of State University; biennial auditing of State University and other public institutions of higher education. [Effective November 26, 2024, if the provisions of Senate Joint Resolution No. 7 (2021) are agreed to and passed by the 2023 Legislature and approved and ratified by the voters at the 2024 General Election.]
1. The Legislature shall provide by law for the establishment and governance of a State University which shall embrace departments for Agriculture, Mechanic Arts, and Mining and other departments deemed appropriate for the State University.
2. The Legislature shall provide by law for biennial auditing of the State University and any other public institutions of higher education established by the Legislature in this State.
