The commissioner shall:
I. Administer the grant program established in N.H. Rev. Stat. § 173-B:16 through a coordinator. The costs of administration shall be covered by the fund, and shall not exceed 2 percent.
II. Adopt rules, under RSA 541-A, relative to procedures under which interested New Hampshire programs may apply for funding.
III. Appoint the coordinator.
IV. Enter into a contract with the coordinator, subject to the approval of the governor and council.
