§ 1003. Application for vocational rehabilitation. a. Any handicapped person available for vocational rehabilitation services may apply to the department for advice and assistance regarding his vocational rehabilitation.

  • Handicapped person: means any person who in the judgment of the department is under a physical or mental disability which constitutes a substantial handicap to employment but which is of such a nature that vocational rehabilitation services may reasonably be expected to render him fit to engage in gainful employment, and also any person under a physical or mental disability which constitutes a substantial handicap to employment and for whom vocational rehabilitation services are necessary to ascertain his rehabilitation potential.   • Vocational rehabilitation services: means :

b. The state may, to the extent that funds are made available pursuant to the federal social security act, furnish vocational rehabilitation services to applicants for and beneficiaries of disability benefits under the social security act as provided in the act and any rules or regulations adopted pursuant thereto.
