(1) Subject to rules adopted by the Higher Education Coordinating Commission and to ORS § 291.232 to 291.260, the Director of the Office of Community Colleges and Workforce Development shall distribute state aid to each community college district and community college service district.

  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • community college: means a public institution operated by a community college district for the purposes of providing courses of study limited to not more than two years' full-time attendance and designed to meet the needs of a geographical area by providing educational services, including but not limited to career and technical education programs or lower division collegiate programs.   • Community college district: includes a community college service district. See Oregon Statutes 341.005
  • Director: means the Director of the Office of Community Colleges and Workforce Development appointed under ORS § 350. See Oregon Statutes 341.005
  • district: means a district formed under this chapter to operate one or more community colleges or to secure educational services available at a community college. See Oregon Statutes 341.005

(2) The rules adopted by the commission shall provide:

(a) No state aid for hobby and recreation classes;

(b) Procedures for proper and accurate record keeping;

(c) Procedures that will ensure reasonable year-to-year stability in the delivery of appropriated moneys to the colleges; and
