Terms Used In Arizona Laws > Title 15 > Chapter 12

  • Accredited: means accredited by a regional accrediting agency recognized by the United States department of education or by the council on postsecondary accreditation. See Arizona Laws 15-1401
  • Acquire: includes purchase, erect, build, construct, reconstruct, repair, replace, extend, better, furnish, equip, develop, improve and embellish. See Arizona Laws 15-1481
  • Additional short-term classes: means those classes that are not in session on the forty-fifth day of the fall or spring semester, that commence at various times during the fiscal year and that are offered over a period of less than sixteen weeks. See Arizona Laws 15-1401
  • Adult: means a person who has attained eighteen years of age. See Arizona Laws 1-215
  • Affirmed: In the practice of the appellate courts, the decree or order is declared valid and will stand as rendered in the lower court.
  • Annual percentage rate: means the measure of the cost of credit, expressed as a yearly rate, that relates the amount and timing of value received by the consumer to the amount and timing of payments made, determined in accordance with the truth in lending act. See Arizona Laws 6-601
  • Annuity: A periodic (usually annual) payment of a fixed sum of money for either the life of the recipient or for a fixed number of years. A series of payments under a contract from an insurance company, a trust company, or an individual. Annuity payments are made at regular intervals over a period of more than one full year.
  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • Assessed valuation: means the valuation derived by applying the applicable percentage as provided in title 42, chapter 15, article 1 to the full cash value or limited property value, whichever is applicable, of the property. See Arizona Laws 15-101
  • Base: means the revenue level per student count specified by the legislature. See Arizona Laws 15-901
  • Board: means the governing board of a community college district or its successors, but does not include community college tuition financing districts as prescribed in section 15-1409. See Arizona Laws 15-1481
  • Bonds: means any bonds issued pursuant to this article. See Arizona Laws 15-1481
  • Branch: means any banking office other than the principal banking office. See Arizona Laws 6-101
  • Budget year: means the fiscal year for which the community college district is budgeting and that immediately follows the current year. See Arizona Laws 15-1401
  • Community college: means an educational institution that is operated by a district board and that provides a program not exceeding two years' training in the arts, sciences and humanities beyond the twelfth grade of the public or private high school course of study or vocational education, including terminal courses of a technical and vocational nature and basic adult education courses. See Arizona Laws 15-1401
  • Community college tuition financing district: means a district that is organized pursuant to section 15-1409. See Arizona Laws 15-1401
  • Consumer: means an individual who obtains a consumer lender loan for personal, family or household purposes. See Arizona Laws 6-601
  • Consumer lender: means a person that advertises to make or procure, solicits or holds itself out to make or procure, or makes or procures consumer lender loans to consumers in this state. See Arizona Laws 6-601
  • Consumer lender loans: means consumer loans, consumer revolving loans and home equity revolving loans. See Arizona Laws 6-601
  • Consumer loan: means the direct closed end loan of money in an amount of ten thousand dollars or less that is subject to a finance charge. See Arizona Laws 6-601
  • Consumer revolving loan: means an open end revolving loan that is established pursuant to an agreement with an agreed on credit limit that does not exceed ten thousand dollars, that the consumer may pay in full at any time but has the privilege of paying in installments and that contemplates or provides that advances may be obtained from time to time by the consumer, through checks, drafts, items, credit access devices, orders for the payment of money, evidences of debt or similar means, whether or not negotiable.   • Course: means organized subject matter in which instruction is offered within a given period of time and for which credit toward promotion, graduation or certification is usually given. See Arizona Laws 15-101
  • Current year: means the fiscal year in which the community college district is operating. See Arizona Laws 15-1401
  • Dependent: A person dependent for support upon another.
  • Devise: To gift property by will.
  • District: means a community college district that is established pursuant to sections 15-1402 and 15-1403 or section 15-1402. See Arizona Laws 15-1401
  • District board: means the community college district governing board. See Arizona Laws 15-1401
  • enrollment: means that a pupil is currently registered in the school district. See Arizona Laws 15-901
  • Federal agency: means the housing and home finance agency, the United States of America or any of its officers or agencies designated or created to make grants or loans of monies for public construction work. See Arizona Laws 15-1481
  • Fiscal year: means the year beginning July 1 and ending June 30. See Arizona Laws 15-101
  • Full-time equivalent student: means student enrollment for fifteen community college semester credit units per semester. See Arizona Laws 15-1401
  • Full-time student: means :

    (i) For common schools, a student who is at least six years of age before January 1 of a school year, who has not graduated from the highest grade taught in the school district and who is regularly enrolled in a course of study required by the state board of education. See Arizona Laws 15-901

  • Germane: On the subject of the pending bill or other business; a strict standard of relevance.
  • Governing board: means a body organized for the government and management of the schools within a school district or a county school superintendent in the conduct of an accommodation school. See Arizona Laws 15-101
  • Home equity revolving loan: means an open end revolving loan that is made pursuant to an agreement with an agreed on credit limit that is not more than ten thousand dollars, that is secured by the consumer's principal residence and that provides that advances may be obtained from time to time by the consumer through checks, drafts, items, credit access devices, orders for the payment of money, evidences of debt or similar means, whether or not negotiable.   • Institution: means any community college district that is organized in this state pursuant to section 15-1402 or 15-1402. See Arizona Laws 15-1481
  • Joint committee: Committees including membership from both houses of teh legislature. Joint committees are usually established with narrow jurisdictions and normally lack authority to report legislation.
  • Lease: means an agreement for conveyance and possession of real or personal property. See Arizona Laws 15-101
  • Licensee: means a person licensed pursuant to this chapter. See Arizona Laws 6-601
  • Operational expenses: means the administration, instruction, operation of community college plant, maintenance of community college plant, fixed charges and contingencies incurred in the operation of a district exclusive of all capital outlay items, special levies, auxiliary enterprise funds, restricted funds and bond service items. See Arizona Laws 15-1401
  • Oversight: Committee review of the activities of a Federal agency or program.
  • Peace officers: means sheriffs of counties, constables, marshals, policemen of cities and towns, commissioned personnel of the department of public safety, personnel who are employed by the state department of corrections and the department of juvenile corrections and who have received a certificate from the Arizona peace officer standards and training board, peace officers who are appointed by a multicounty water conservation district and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by community college district governing boards and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by the Arizona board of regents and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by the governing body of a public airport pursuant to section 28-8426 and who have received a certificate from the Arizona peace officer standards and training board, peace officers who are appointed by a private postsecondary institution pursuant to section 15-1897 and who have received a certificate from the Arizona peace officer standards and training board and special agents from the office of the attorney general, or of a county attorney, and who have received a certificate from the Arizona peace officer standards and training board.   • person: means an individual, partnership, corporation, association or public or private organization of any kind. See Arizona Laws 15-101
  • Primary property taxes: means all ad valorem taxes except for secondary property taxes. See Arizona Laws 15-101
  • Project: means one or more classrooms, student or faculty residence halls, dormitories, dining halls, student union buildings, field houses, stadia and other revenue producing buildings located at the institution, together with sites for the buildings, and includes equipment, furnishings, heating, lighting and other service facilities in connection with the buildings. See Arizona Laws 15-1481
  • Provisional community college district: means a community college district organized pursuant to section 15-1409. See Arizona Laws 15-1401
  • School district: means a political subdivision of this state with geographic boundaries organized for the purpose of the administration, support and maintenance of the public schools or an accommodation school. See Arizona Laws 15-101
  • Secondary property taxes: means ad valorem taxes used to pay the principal of and the interest and redemption charges on any bonded indebtedness or other lawful long-term obligation issued or incurred for a specific purpose by a school district or a community college district and amounts levied pursuant to an election to exceed a budget, expenditure or tax limitation.   • Student count: means average daily membership as prescribed in this subsection for the fiscal year before the current year, except that for the purpose of budget preparation student count means average daily membership as prescribed in this subsection for the current year. See Arizona Laws 15-901
  • Subject: means a division or field of organized knowledge, such as English or mathematics, or a selection from an organized body of knowledge for a course or teaching unit, such as the English novel or elementary algebra. See Arizona Laws 15-101
  • Superintendent: means the superintendent of financial institutions. See Arizona Laws 6-101
  • Trustee: A person or institution holding and administering property in trust.
  • Truth in lending act: means title I of the consumer credit protection act (15 United States Code sections 1601 through 1666j), as amended, and the regulations promulgated under that act (12 Code of Federal Regulations part 226), as amended. See Arizona Laws 6-601
