- Signed: includes any symbol executed or adopted by a person with present intention to authenticate a writing. See Texas Government Code 311.005
A certificate of indebtedness issued under this subchapter must:
(1) be signed by the mayor and the secretary or clerk of the municipality; and
(2) bear the seal of the municipality.
