After receipt of a timely application, a court may permit the commission to intervene in a civil action filed under § 437.412 if:
(1) the commission certifies that the case is of general public importance; and
(2) before commencement of the action, the commission issued a determination of reasonable cause to believe that § 437.204 was violated.
