(a) If the municipality fails to annex the area for full purposes as required by § 43.127(a), any affected person may petition the district court to compel the annexation of the area for full purposes or the disannexation of the area. On finding that the municipality has failed to annex the area as required by § 43.127(a), the court shall enter an order requiring the municipality to annex the area for full purposes or to disannex the area. If an area is disannexed, the area may not be annexed again by the municipality for five years.
(b) If the municipality fails to take the steps required by § 43.127(b), any affected person may petition the district court to compel the annexation of a particular area for full purposes or the disannexation of the area. On finding that the municipality has failed to take the steps required by § 43.127(b), the court shall enter an order requiring the municipality to annex the area for full purposes or to disannex the area.
