(a) If the commissioner proposes to suspend or revoke a person‘s license, the person is entitled to a hearing before the commissioner or a hearings officer appointed by the commissioner.
(b) The commissioner shall establish procedures by which a decision to suspend or revoke a license is made by or is appealable to the commissioner.
