Notwithstanding § 21.103, the right to repurchase provided by this subchapter is extinguished on the first anniversary of the expiration of the period for an entity to provide notice under § 21.102 if the entity:
(1) is required to provide notice under § 21.102;
(2) makes a good faith effort to locate and provide notice to each person entitled to notice before the expiration of the deadline for providing notice under that section; and
(3) does not receive a response to any notice provided under that section in the period for response prescribed by § 21.103.
