(a) A person is eligible for appointment to the board if:
(1) the person:
(A) owns land in the City of Pflugerville subject to taxation; or
(B) is registered to vote in the City of Pflugerville; and
(2) the appointment of the person under this section does not result in more than two directors who were eligible solely under this section and not § 375.063, Local Government Code.
(b) § 375.063, Local Government Code, does not apply to a director appointed under Subsection (a).
