(a) The district shall comply with all applicable requirements of a municipal ordinance or resolution that consents to the creation of the district or to the inclusion of land in the district.
(b) An agreement between the district and a municipality related to municipal consent to the creation of the district, including a development agreement, is valid and enforceable.
