(a) The board shall hold regular meetings at least once each month on the day and time designated by the board.
(b) The board shall hold special meetings:
(1) at the call of the board president; or
(2) on the request of three commissioners.

- Month: means a calendar month. See Texas Government Code 312.011
- Quorum: The number of legislators that must be present to do business.
(c) Four commissioners constitute a quorum of the board.
