Except as otherwise provided in this chapter, the following are confidential and exempt from public inspection or disclosure:

Administrator: means the deputy state treasurer assigned by the state treasurer. See Utah Code 67-4a-102
Holder: means a person obligated to hold for the account of, or to deliver or pay to, the owner property subject to this chapter. See Utah Code 67-4a-102
Record: means information that is inscribed on a tangible medium or that is stored in an electronic or other medium and is retrievable in perceivable form. See Utah Code 67-4a-102
State: means a state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, or any territory or insular possession subject to the jurisdiction of the United States. See Utah Code 67-4a-102
United States: includes each state, district, and territory of the United States of America. See Utah Code 68-3-12.5
(a)
records of the administrator and the administrator’s agent related to the administration of this chapter;
(b)
reports and records of a holder in the possession of the administrator or the administrator’s agent; and
(c)
personal information and other information derived or otherwise obtained by or communicated to the administrator or the administrator’s agent from an examination under this chapter of the records of a person.
(2)
A record or other information that is confidential under the law of this state other than in this chapter, another state, or the United States continues to be confidential when disclosed or delivered under this chapter to the administrator or the administrator’s agent.
