- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. All of the following apply to the director of the department of agriculture and rural development:
(a) He or she is responsible for the implementation and administration of section 7 and 8.
(b) He or she shall investigate complaints concerning violations of section 7 and 8 and conduct any other investigations he or she considers advisable.
(c) As the state director of weights and measures, he or she shall promulgate rules under the administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 24.328, to implement and administer section 7 and 8.
