(a) To be eligible to be a candidate for an elected position or to serve as an elected or appointed director, a person must be:
(1) a district resident; and
(2) a qualified voter.
(b) A person who is elected from a commissioner precinct or who is appointed to fill a vacancy for a commissioner precinct must be a resident of that commissioner precinct.

- Person: includes corporation, organization, government or governmental subdivision or agency, business trust, estate, trust, partnership, association, and any other legal entity. See Texas Government Code 311.005
(c) A district employee may not serve as a director.
