The commission may prescribe a reasonable annual fee to be paid by each racetrack license holder. The fee must be in an amount sufficient to provide that the total amount of fees imposed under this section, the license fees prescribed under § 2025.001(c), and the renewal fees prescribed under § 2025.105(e) are sufficient to cover the costs of administering and enforcing this subtitle.
