(a) All concession, management, and totalisator contracts submitted by an applicant under § 2025.054 must have the prior approval of the commission.
(b) The commission shall refuse to approve a concession or management contract if, in the sole discretion of the commission, the background checks conducted under § 2025.056 reveal anything that might be detrimental to the public interest or the racing industry.
