As used in this chapter and in the compact with reference to this State:
(1) “Compact administrator” means the Secretary of Transportation.
(2) “Executive head” means the Governor.
(3) “Licensing authority” means the Department of Transportation.

- State: means the State of Delaware; and when applied to different parts of the United States, it includes the District of Columbia and the several territories and possessions of the United States. See Delaware Code Title 1 Sec. 302
