- Oversight: Committee review of the activities of a Federal agency or program.

Special Projects Division) who are fluent and proficient in the CHamoru language, and active in its cultivation and preservation through either education or through involvement in their institutions’ respective CHamoru language programs;
(c) two (2) members, appointed by the Legislative chairperson with oversight over culture/cultural affairs, who are fluent and proficient in the CHamoru language, and have been actively engaged in its promotion and preservation; and
(d) two (2) members appointed by I Maga’låhen Guåhan (the Governor of Guam) who are fluent and proficient in the CHamoru language, and actively engaged in its promotion and preservation; and
(e) one (1) non-voting youth member, selected by I Kongresson Manhoben Guåhan, who shall be a resident of Guam, who shall be fourteen (14) to twenty-five (25) eyars of age at the time of selection, who shall be an enrolled student at the University of Guam, the Guam Community College, or any secondary public/private school on Guam, to include home and charter schools, at the time of selection, and who shall be fluent and proficient in the CHamoru language and actively engaged in its promotion and preservation.
