prohibited person: means a city, town, province, county, school, college, or university located in a foreign adversary (as defined in Indiana Code 36-1-32-1
unit: means a county, city, town, or township. See Indiana Code 36-1-32-2

Sec. 3. A unit may not enter into a sister city agreement or any cooperative agreement with a prohibited person.
