Nothing contained in KRS § 162.170 or 162.180 is intended to or shall be construed to make interest rates applicable to revenue bonds issued by the governing bodies of state institutions of higher learning under KRS § 162.340 to KRS § 162.380, inclusive, subject to regulation, establishment, limitation, or approval by the Kentucky Board of Education.
