The provisions of N.M. Stat. Ann. Chapter 22, Article 20 do not apply to public school capital outlay projects subject to the oversight of the public school capital outlay council pursuant to the Public School Capital Outlay Act [N.M. Stat. Ann. Chapter 22, Article 24].
