Each school district shall:
A. develop and implement a preventive maintenance plan following guidelines adopted by the public school capital outlay council pursuant to Section 22-24-5.3 N.M. Stat. Ann.; and
B. participate in the facility information management system pursuant to the schedule adopted by the public school capital outlay council.
