  • Contract: A legal written agreement that becomes binding when signed.

The commissioner shall keep adequate records of the amount of the payments made by the state in connection with each contract concerning a municipal project authorized by this article and the amount of the federal assistance actually received for such municipal project. Such records shall be retained so as to establish a basis for application by the commissioner for reimbursement to the state of payments made by the state in excess of the recalculated state share of the project cost. The commissioner is hereby authorized to make such applications in appropriate cases.
