The board of a school district shall:

- Guardian: A person legally empowered and charged with the duty of taking care of and managing the property of another person who because of age, intellect, or health, is incapable of managing his (her) own affairs.
1. Provide at least a half-day kindergarten program for any student enrolled in the district; or 2. Pay the tuition required for the student to attend a kindergarten program in another school district or, if requested by a parent or guardian, through the center for distance education.
